Japan extends US$ 9 million (approximately RwF 5.8 billion) grant for rural water supply

Government of Rwanda and Japan today signed a grant aid agreement amounting up to JPY 1,013,000,000 (approx. US$ 9 million or RWF 5.8 billion) to supply water in rural areas.

The project which will be implemented by the Water and Sanitation Corporation (WASAC) with support from Japan International Cooperation Agency (JICA), targets three sectors in three districts in the Eastern Province. They include: Rukira Sector in Ngoma District, Murama Sector in Kayonza District and Remera Sector in Gatsibo District. 

The fund will be used to construct piped water supply system and capacity building for operation staff and technicians. Upon completion of the project, more than 33,000 people to have access to safe drinking water. 

The Minister of Finance and Economic Planning Claver Gatete said: “Access to water is one of our key EDPRS2 targets that we must achieve by 100%. Bringing water closer to the people will allow them time to engage in income generating activities while children attend school rather than having to travel long distances looking for water.” 

The grant is the third installment for the Rural Water Supply project in the Eastern Province. The first phase which was completed in March 2008 cost up to US$ 6.1 million. It was used to construct piped water supply systems and to construct or rehabilitate hand pumps in Ngoma, Kayonza and Rwamagana districts. The Second phase was completed in July 2013 and cost US$ 16 million. The fund was used to construct, renovate and expand seven facilities of piped water supply systems at 11 sectors in Ngoma and Kirehe districts.

The First Phase has about 43 thousand beneficiaries, the Second Phase has about 55 thousand beneficiaries and the Third Phase will have about 33 thousand beneficiaries. In total, more than 131 thousand people will benefit from the entire project. This project has been contributed to improve safe water access rate in the Eastern Province from 57.7% in 2006 to 66.6% in 2011. The third phase of the project will further increase access to safe water in the Province. This support is in line with EDPRS 2’s target of 100 % access to safe and clean drinking water.  Currently on average access to clean water in Rwanda currently stands at 74%.

The Ambassador of Japan to Rwanda Mr. Kazuya OGAWA said: “It is the sincere hope of the Government and the people of Japan that this grant will contribute to improve the access to safe and clean drinking water in the targeted sectors of the Eastern Province, and will be used efficiently and effectively”.

Japan’s volume of ODA on-budget continues to largely increase from RWF 3,360 billion in 2012/13 to 17,163billion RWF in FY 2013/14. Japan is active in 3 sectors including Water and Sanitation, Agriculture, Energy and is silent in Transportation and Education.
